Obamacare

The Patient Protection and Affordable Care Act (PPACA)

Obamacare expands Medicaid and the cost assistance provided for plans sold on the health insurance marketplace, increasing access to free or low-cost health coverage for millions of Americans. Read below to learn about enrollment in the Medicaid and/or marketplace insurance plans.

Marketplace Health Plan 

Create an account to apply here and find out whether you qualify for MEDICAID or CHIP and begin coverage any time of the year.

State Medicaid Agency

Get the state Medicaid agency contact information here and apply directly to state Medicaid (view state Medicaid plans below).

Covered California (CC): California state Medicaid 

• Apply to a minimum coverage plan with lower premiums and emergency care here.
• Three doctors visits, free preventative benefits, and out-of-state emergency visits included. 
• View the CC Enrollment Guide. 

Outcomes

• Qualify as low income and receive help paying for complete coverage of a private health plan through CC
  • Obtain a “Permit to Enroll” form directly from your provider if you want CC to cover an existing plan and send it to CC to approve payment 
  • Apply using the Special Enrollment if past the application deadline
  • CC can cover/assist with paying for:
    • Anthem Blue Cross, Blue Shield of California, Chinese Community Health Plan, Health Net, Kaiser Permanente, LA Care Health Plan, Medi-Cal, Molina Healthcare, Oscar Health, Sharp Health Plan, Valley Health Plan, Western Health Advantage   

Oregon Healthcare Plan (OHP): Oregon state Medicaid

• Set up an account and apply here.
• Refer to OHP’s quick start guide.
• Contact OHP’s local assistant.

Outcomes

• Choose a provider that qualifies under a Coordinated Care Organization (CCO) plan here. 
• Pick a primary care provider with your CCO or be enrolled by your CCO. 

Other Private Healthcare Plans Through “Marketplace”

• Apply to other carriers including Bridgespan, Kaiser Permanente, Moda Health, Pacific Source, Providence Health Plan, Regence, etc.

Apple Health: Washington state Medicaid

• Read eligibility requirements.
• Create an account and apply here.
• View resources and contact community-based enrollment specialists.

Outcomes

• Qualify and receive a ProviderOne services card with coverage beginning on the first day of the month in which the application was submitted.
• Select a managed care plan online or be auto-enrolled into a plan.
